I start from the request, because the discovery rules go wrong more often than the fields do. A client looks for the file at the well-known path under the origin and may follow a redirect from the bare path. The host used for that lookup is the authority the client already decided on, which means a security.txt found while reading example.com does not apply to a subdomain nobody visited. Contact accepts URI templates, so you can hand a reporter a structured path carrying the domain and a reference rather than a bare mailbox. I show the template syntax carefully, because a malformed one produces a link resolving to nothing. Only Contact is required. Everything else comes with a rule attached. Expires has a maximum and a default, and an expired file is treated as absent, so this field needs maintenance even when nothing else changes. Encryption points at a key file. Canonical declares the URL everything redirects to. Preferred-Languages and Policy describe how and in which language you want to be contacted. Hiring and Signature are optional and each carries its own rules. It is worth being blunt about what this file is not. It is not a security control, it exposes a contact point on purpose, and having one changes nothing about whether your application is vulnerable. Its value sits entirely in the reporting that follows. I cover the failure cases too, because a file that exists but is unreachable, expired, or served from the wrong host does more damage than no file at all.
